What are the requirements for Turkish workers?
Turkish workers can take up employment in the EU and benefit from special provisions under residence law. As third-country nationals, they can acquire a right of residence and work in Germany. - After four years of employment, there is unrestricted access to any type of employment with a wage or salary contract.

Employment of Turkish workers under a contract for work and labour
Workers from Turkey can be employed in Germany for a limited period within the framework of fixed employment quotas, based on work contracts between their employer and a German company.
Every temporary worker or subcontractor from Turkey working in Germany must have a valid residence permit along with a work contract employee card. The residence permit must be applied for at the German diplomatic mission in their home country.

What does employment as a temporary worker involve?
The residence permit does not entitle the holder to work as a temporary worker.
Hiring out and employing foreign workers without the necessary permit constitutes a violation of the law governing the hiring out of labour. If, during an inspection, it is found that workers from the foreign company (contractors) are in fact being assigned to the client to perform work, as opposed to fulfilling a proper contract for work and labour, all parties involved may face criminal penalties.
